The Plymouth Conservation Commission held its regularly scheduled meeting on Monday, June 30, 2008 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Gerre Hooker, Vice Chairperson, and commissioners Christopher Brink, David Foster, Brooke Monroe and John Scagliarini. The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present.
Evelyn Strawn and Paul Withington were absent.
The two new board members were introduced and welcomed: Brooke Monroe and David Foster.
7:25 PM Nathan Wood, 34 Harlow’s Landing, Parcel ID No. 052-000-025-000. A Request for Determination of Applicability to alter the roofline of the dwelling with the construction of two shed dormers, in the buffer zone of the top of a coastal bank.
The applicant, Nathan Wood was present and explained his project No work is proposed on the ground.
John Scagliarini motioned to issue a negative determination. The motion was approved unanimously.
7:30 PM Suresh Brahmavar, 54 Priscilla Beach Road, Parcel ID No. 044-006-576-000. A Request for Determination of Applicability to remove brush, stone and invasive vegetation and for grading, fence installation and plantings, in the buffer zone of the top of a coastal bank.
No representatives were present and the Conservation Planner, Elizabeth Sullivan explained the project. Minor grading, vegetation removal and new plantings. Grade will match the existing properties. Work may require small bobcat
Representative Bill Wennerberg from Dreamscape Landscaping arrived to answer questions.
Public Comment
Jack Prince represented his daughter, property owner of 58 Priscilla Beach Road. They have concern with placement of the fence and the amount of grading to take place.
Mr. Wennerberg explained the project. Fence will not be on the lot line and vegetation on the line will remain. Only the trees within the fence line will be removed. Fence would be placed on top of the slope. Same style fence currently in place will also be the new fence.
John Jusless of 69 Priscilla Beach Road had concern with the planting plan that was never completed when the house was constructed. Noted this dwelling was outside Conservation jurisdiction.
John Scagliarini motioned to issue a negative determination. The motion was approved unanimously.
7:40 PM Anthony & Marie Caliri, 119E Taylor Avenue, Parcel ID No. 045C-000-133B-000. A Notice of Intent to raise the existing dwelling onto pilings, construct a 2nd story addition and install a new Title V septic system, in the resource of a coastal dune of White Horse Beach.
Mark Flaherty of Flaherty & Stefani represented the applicant and explained the project. Dwelling is a 1940’s summer cottage, a second floor with a deck is proposed. Mr. Flaherty said zoning is approved with the requirement that 2 wall are saved. Bulkhead will be removed.
Christopher Brink motioned to approve with conditions. The motion was approved unanimously.
7:50 PM James & Sandra White, 40 Shore Drive, Parcel ID No. 050-001-391-000. A Notice of Intent for the construction of a retaining wall, including grading and plantings, in the buffer zone of the top of a coastal bank.
Mark Flaherty of Flaherty & Stefani represented the applicant and explained the project for a series of steel piles. Goal is to preserve the top of the bank. Mr. Flaherty explained the construction details of the pilings which will tie into the wall on the north side. There is no wall at the toe of the bank.
Gerre Hooker had concern with the removal of the junipers, the placement of the beams and the use of concrete and non-natural materials. Mr. White said that 6-8 ft. has been lost at the top of the bank over the last 2 years. Discussion ensued over the erosion on the bank. Wind is a significant erosion factor on the bluff.
Consensus was to schedule another onsite.
Christopher Brink motioned to continue the hearing to July 28, 2008 (time to be determined) with a Saturday onsite scheduled for July 12. The applicant agreed. The motion was approved unanimously.
8:00 PM James & Linda Metivier, 47 Pond View Circle, Parcel ID No. 050-000-002-681. A Notice of Intent for landscape improvements including the addition of landscape beds and plantings and the replacement of the existing timber walkway with a stone walkway all in the buffer zone of the top of a coastal bank. Also for a vegetation management plan to include the removal and pruning of invasive plants, the pruning and thinning of native vegetation and for additional plantings, all in the buffer zone of wetland resources and the top of a coastal bank.
Brad Holmes of Environmental Consulting and Restoration represented the applicant and explained the project. Red Cedar and pitch pine will be pruned to improve the vistas. All new plants are suitable for salt-spray conditions. All work will be done by hand or by hand tool machinery. Hay bales and silt fence is not necessary. Walkway will be replaced with stone. No existing drainage concerns on the lot, and no disturbance to the existing grade. Selective pruning and cutting of the bank is proposed. Goal is not to create more yard space but to create a more attractive area. All clippings to be removed and taken off site. Plantings 8 – 10 foot on center can be conditioned. John would like to see an aggressive planting plan as the area is a sensitive area.
John Scagliarini motioned to approve the project with conditions, including planting plan and monitoring reports. The motion was approved unanimously.
8:10 PM Mass Riverways Program -Dept. of Fish & Game , Red Brook Road, Parcel ID No. 130-000-001-000. A Notice of Intent for the removal of artificial fill, levees, berms, dikes and flumes to restore the ecological integrity of Red Brook for improving the habitat for fish.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
Tim Purinton, Dept. Fish and Game of the River Ways Program represented the applicant and explained the project. Project is subject to a MEPA review. Additional material was submitted to satisfy Natural Heritage Endangered Species Program concerns.
Completed project will improve the habitat for salter brook trout.
The applicant detailed the dam and levee removal. AD Makepeace will donate construction materials.
The project will be phased due to low flows and spawning cycles of trout, alewife and herring.
August 2008, upper flume will be completed and August 2009, lower and middle flume to be completed.

Letter from David Gould, Town of Plymouth Environmental Manager, read into the record supporting the project.
John Scagliarini motioned to approve the project with conditions. The motion was approved unanimously.
Other Business:
Commission signed Land Grant Application and cover letter, as prepared by Conservation Planner, Elizabeth Sullivan.
